State Commission on Radio Frequencies (SCRF) decision on the DECT standard: On the conditions for using the 1880-1900 MHz radio frequency band by DECT equipment
In recent years, DECT equipment has become widespread in a number of European countries. Russian operators are also showing increasing interest in using this technology in communication networks.
Taking this circumstance into account and recognizing that the use of DECT technology equipment in the Russian Federation will contribute to a more complete satisfaction of the demand for the provision of communication services in the country, the State Commission on Radio Frequencies (SCRF) by its decision of 26.08.96 permitted legal entities and individuals to use the 1880-1900 MHz radio frequency band for the development and production in the Russian Federation, as well as the import from abroad of DECT wireless telephone equipment without the registration of private SCRF decisions on the use of this radio frequency band for each specific type of equipment. At the same time, the State Commission on Radio Frequencies determined the following conditions under which DECT technology equipment may be used in the country:
— the use of the 1880-1900 MHz radio frequency band must be carried out on a secondary basis;
— the main technical characteristics of DECT technology equipment must comply with the ETS-300175 standard adopted by the European Standards Institute (ETSI); the average transmitter power of base and subscriber stations must not exceed 10 mW, the antenna gain must not exceed 3 dB;
— each type of wireless telephone equipment of DECT technology, produced domestically, as well as purchased abroad, must have a certificate issued in accordance with the procedure established in the Russian Federation;
— wireless telephone equipment using DECT technology should be used as terminal subscriber radio equipment in fixed and mobile telephone networks, providing multiple access with a service area of no more than 200 m in radius.
By the same decision, the State Commission on Radio Frequencies assigned the Main Directorate of State Communications Supervision of Russia with the task of issuing permits to legal entities and individuals to use the 1880-1900 MHz radio frequency band for development and serial production in the Russian Federation, as well as import from abroad and operation of specific types of DECT technology equipment. The Main Directorate of State Communications Supervision of Russia is also assigned the task of monitoring compliance by legal entities and individuals with the requirements of the said decision of the State Commission on Radio Frequencies.
Taking into account that potential operators in the country experience a great need for DECT equipment for organizing wireless access networks to automatic telephone exchanges (and the restrictions on the range established by the decision of 26.08.96 may significantly hinder the development of such networks), the State Commission on Radio Frequencies, by its new decision adopted on 27.04.98, significantly expanded the possibilities for using DECT equipment in the country. In accordance with this new decision (adopted in addition to the already effective SCRF decision of 26.08.96), legal entities and individuals are permitted to use the above-mentioned radio frequency band of 1880-1900 MHz for the development, production in the Russian Federation, purchase abroad and operation of wireless telephone communication equipment using DECT technology, but with a range of up to 5 km (and not 200 m, as was established by the previous SCRF decision). At the same time, the use of this radio frequency band is also carried out without formalizing private SCRF decisions for each specific type of DECT equipment. The new decision adopted by the State Commission on Radio Frequencies does not establish any restrictions on the parameters of the antennas used in this equipment; only the requirements for the operating radius of the equipment (up to 5 km) must be met.The conditions for using the 1880-1900 MHz radio frequency band defined by the latest decision of the State Commission on Radio Frequencies dated 27.04.98 are similar to the conditions set out in the previously adopted decision (dated 26.08.96): use of the 1880-1900 MHz radio frequency band is on a secondary basis; each type of equipment must have a certificate issued in accordance with the procedure established in the Russian Federation; the main technical characteristics of the equipment must comply with the ETSI-300175 standard; the average power of base and subscriber station transmitters must not exceed 10 mW (peak power — 250 mW). These conditions are supplemented in the new decision by the following:
— DECT technology equipment with the characteristics set out in this decision (range up to 5 km, average and peak transmitter power of 10 mW and 250 mW, respectively) must be used as subscriber access to the PBX;
— network operators, if necessary, must conduct full-scale tests at the locations of the planned placement of equipment in order to check the electromagnetic compatibility of DECT radio access equipment with other types of radio electronic equipment.
The review of applications and registration of permits for legal entities and individuals to use the 1880-1900 MHz radio frequency band for the development, production in the Russian Federation, import from abroad, and operation of DECT radio access equipment was also assigned to the Main Directorate of State Communications Supervision of Russia by the decision of the State Commission on Radio Frequencies dated 27.04.98. In addition, the same decision established the procedure for issuing permits for the use of the 1880-1900 MHz radio frequency band, which consists of the following.
1. An applicant who has received the appropriate license from the State Communications Committee of Russia to provide local telephone services sends to the Main Directorate of State Communications Supervision of Russia a radio frequency application, completed in accordance with the established procedure, with an attached draft plan for the placement of base stations and the corresponding service areas.
2. Glavgossvyaznadzor of Russia carries out an examination of the received application for completeness and reliability of the submitted materials, and then carries out the necessary work to coordinate the plan for the placement of base stations and the corresponding service areas, as well as the conditions for the joint use of the 1880-1900 MHz radio frequency band by DECT equipment with other types of radio electronic means.
3. After receiving positive results of the coordination, Glavgossvyaznadzor of Russia issues to the applicant, in accordance with the established procedure, a permit to use the 1880-1900 MHz radio frequency band for the operation of DECT equipment.
