Project «Safe City».
The company «Astra System Technologies» is a leading integrator in the field of creating «Safe City» complexes in Russia.
The company's projects are deployed in Yekaterinburg, Khanty-Mansiysk, Chelyabinsk, Vyborg. In June 2009, the «Safe City» complex was used in a presentation prepared for the presidents of the SCO states in Yekaterinburg.
We are engaged in the creation of large-scale and functional projects within the city and region. In the created complexes, we use modern technological solutions and provide unique intellectual functionality due to our own developments.
General description of the project
The concept of the «Safe City» project is understood as a set of systems deployed within a city or region, united by a single information environment, aimed at providing technical support to public safety services.
The composition of the hardware and software complex systems is determined at the stage of preparing the concept for the development of the project.
The Safe City complex may include the following systems:
1. Task force control centers.
2. City intelligent video surveillance system with output to an electronic city map.
3. Geoinformation system for monitoring calls, requests, incidents, and the state of mobile and stationary objects.
4. Subsystem for controlling traffic lights and ensuring the passage of special vehicles.
5. Subsystem for emergency citizen-police communications.
6. Subsystem for video recording of traffic violations «administrative practice».
7. Subsystem for detecting wanted vehicles.
8. United databases with intelligent mechanisms for searching and analyzing information.
Specific systems relevant to the region:
1. System for ensuring the safety of housing and communal services facilities.
2. System for monitoring and forecasting emergency situations.
3. System for monitoring the environmental condition of the region.
4. A unified system for processing and storing medical information for residents of the region.
The architectural feature of the entire complex is the organization of a high-speed multi-service network, as well as centralization of processing and storage. This means that information from all city systems is transmitted through unified communication channels and accumulated in the archive of a common data processing center, which, depending on the conditions of the region, can be deployed on the basis of the City Department of Internal Affairs, the Regional Main Department of Internal Affairs, the Ministry of Internal Affairs, the Ministry of Emergency Situations, the regional government or another department.
To provide users with access to the systems of the complex, specialized monitoring and control centers are deployed, which, through a multi-service network, exchange information with the common processing center within the framework of their authority.

* connection to the multi-service network of additional services: sensors for monitoring the operation of automated boiler houses, pumping stations, monitoring the condition of dams and pipelines, sensors for assessing the environmental condition of atmospheric air and water in reservoirs
* use of autonomous video information processing complexes on sections of routes (block containers with equipment)
* use of unified databases with intelligent mechanisms for searching and analyzing information for conducting investigative work, predicting emergency situations, monitoring the effectiveness of activities
* use of digital megapixel video surveillance cameras with digital output for connection to a single network
* ensuring uninterrupted operation of equipment at video surveillance posts and in the data processing center
Implementation
The «Safe City» of our development has already been implemented and is being developed in a number of regions of the Russian Federation. An example of large-scale and comprehensive implementation is the deployment of the complex in the cities of Yekaterinburg, Chelyabinsk, Khanty-Mansiysk, Vyborg.
Within the framework of this project, city video surveillance networks, a citizen-police emergency communication subsystem, a patrol and guard service crew location monitoring system, a traffic violation video recording subsystem, and a stolen vehicle detection subsystem «Hurricane» have been deployed. Multiservice data transmission networks are used to combine the subsystems. A single data processing center and several video monitoring centers have been created in each city.
Centralized maintenance of the complexes has been organized to ensure uninterrupted efficient operation of the systems.
Special staffs have been created at the city police departments and traffic police departments to perform tasks related to video surveillance (security monitoring, administrative practice, accident analysis).
The video surveillance network covers central squares and parks of cities, busy intersections, train stations, shopping and entertainment centers, and sections of federal highways.
As part of the project, the «Administrative Practice» information system has been deployed, which performs the tasks of video recording of traffic violations (driving through a red light, violating markings, speeding). This system records violations and generates orders to impose administrative fines, attaching photographs of the violation to them.
A geographic information system has been deployed in the control centers of the patrols, providing access to city video surveillance, as well as displaying incidents and mobile objects on an electronic map of the city.
