«On the Procedure for Enacting the Law of the Russian Federation
«On State Secrets»The Supreme Council of the Russian Federation decrees:
- To put into effect the Law of the Russian Federation «On State Secrets» from the moment of its publication, with the exception of the provisions of the first part of Article 17 and the first part of Article 27 of the said Law on the granting of licenses to enterprises, institutions and organizations to carry out work using information constituting a state secret, which shall be put into effect no later than January 1, 1995.
- Propose to the President of the Russian Federation: by October 1, 1993, to assign the functions of coordinating activities in the area of protecting state secrets to the relevant interdepartmental commission; by November 1, 1993, to approve the List of officials vested with the authority to classify information as a state secret; by January 1, 1994, to submit to the Supreme Council of the Russian Federation a draft state program for ensuring the protection of state secrets in the Russian Federation for 1994-1995, which shall provide for measures for the legal and organizational support of the mechanism for implementing the said Law.
- The Government of the Russian Federation, by January 1, 1994, shall submit to the Supreme Council of the Russian Federation proposals to bring legislative acts of the Russian Federation into conformity with the said Law.
- The Committee of the Supreme Council of the Russian Federation on Defense and Security shall organize a study and generalization of the practice of applying the said Law and prepare, on this basis, proposals for its improvement.
