ORDER OF THE PEOPLE'S COMMISSAR OF INTERNAL AFFAIRS OF THE USSR
for 1938

00827. On the prohibition of recruitment of certain categories of workers of party, soviet, economic, professional and public organizations.

There are cases of recruitment of agents and informants from among responsible management personnel of party, soviet and economic apparatuses, as well as from among the employees serving the apparatuses of the Central Committee of the national communist parties, regional, provincial, city and district party committees, in the NKVD organs. I ORDER:
To all NKVD of the union and autonomous republics, NKVD Directorates of the territories and regions, heads of city and district NKVD departments, heads of DTO:
1. Stop recruiting from among responsible executives in party, soviet, economic, professional and public organizations.
2. Stop recruiting any workers serving the apparatus of the Central Committee of the national communist parties, regional, provincial, city and district party committees.
3. Immediately cut off contact with all previously recruited workers of the categories listed in points 1 and 2, and inform each recruited agent or informant of this by summoning him and taking the appropriate signature.
The personal and work files of agents and informants of the above categories are to be destroyed in the presence of a representative of the district, city, regional, territorial committee or Central Committee of the national communist parties, and a corresponding report is to be drawn up.
4. Familiarize the entire operational staff of the NKVD, NKVD Directorate and city and district departments, as well as the first secretaries of the Central Committee of the national communist parties, territorial, regional, city and district party committees, with this order.
This order is to be implemented within 10 days of receiving it locally.
NKVD of the Union and Autonomous Republics and the NKVD of the Territories and Regions to report the execution to the NKVD of the USSR in a special report.
