In pursuance of paragraph 6.1 of the decision of the meeting with the Head of the Department dated 26.07.2006 on the issue «On the results of the work of the customs authorities of the Department in the first half of 2006 and the main tasks for the second half of 2006» we are sending you for use in your work the Results of testing and comparative analysis of inspection X-ray television equipment used in the customs authorities of the Central Customs Administration (hereinafter — the Test Results).

We recommend using the Test Results when deciding on the types and models of inspection X-ray television installations for use in temporary storage warehouses in accordance with the Regulation on the procedure for inclusion in the Register of owners of temporary storage warehouses, approved by order of the State Customs Committee of Russia dated 26.09.2003 No. 1070.

We would like to draw your attention to the shortcomings identified by the working group related to the operation of the DRT at customs posts: there are no authorized persons trained to operate the DRT (Leninsky customs post of the MZT), the DRT has been out of order for a long time (Novogireevsky customs post of the MVT), there are no acts of putting the DRT into operation (Matveevsky customs post of the CAT, Rostokinsky customs post of the MVT), the necessary options are missing (Yasenevsky customs post of the MZT).

We kindly ask you to conduct an analysis of the equipment of the temporary storage warehouse and the use of inspection X-ray television installations in the area of ​​activity of your customs office for compliance with the Test Results.

Materials based on the results of the analysis, as well as proposals from customs to improve the efficiency of using X-ray television installations at the temporary storage warehouse, should be submitted to the information and technical service and the customs control organization service of the Directorate by 29.09.2006.

Results of tests and comparative analysis of inspection
X-ray television equipment used in customs authorities
of the Central Customs Administration

The working group of the Central Customs Administration (hereinafter referred to as the CCA) conducted tests of X-ray television inspection equipment (hereinafter referred to as the X-ray television inspection equipment) located in temporary storage warehouses (hereinafter referred to as the TSW) in the CCA area of ​​operation from 21.07.2006 to 22.08.2006.

The working group, in agreement with the Main Directorate of the Federal Customs Service of Russia in accordance with the CCA letter dated 12.07.2006 No. 46-07/133.00 «On the operation of X-ray inspection equipment», included representatives of the Federal Customs Service of Russia, the CCA, the Sheremetyevo Customs Office and customs offices subordinate to the CCA.

The working group conducted tests and a comparative analysis of X-ray television inspection equipment from the main Russian and foreign manufacturers:

— «HI-SCAN» manufactured by Smiths Heimann (Germany);
— «RAPISCAN» manufactured by Rapiscan Security Products Lid., UK;
— «LINESCAN» manufactured by PerkinElmer Instruments, USA;
— «GILARDONI» manufactured by GILARDONI S.p.A., Italy;
— «PEHTEX»/«InSpector» manufactured by OOO SKB «Medrentech» (Russia);
— «FILIN» manufactured by ZAO «Testron» (Russia);
— «SHMEL» manufactured by Flash Electronics (Russia);
— «MINK» manufactured by JSC «NOVO» (Russia).

Comparative tests of DRT were conducted in accordance with the Program and methodology approved by the Federal Customs Service of Russia on 13.07.2006 (appendix) with the preparation of the corresponding protocols. The comparative analysis data are presented in the table.

« * » — with regard to portable DRTs, it should be noted that the methodology used for comparative testing of DRTs does not allow for a full assessment of their characteristics and parameters due to the existing technical and design features, in particular, with regard to measuring penetrating power and resolution.

The verification of the actual technical characteristics of the DRTs, their compliance with the operating documentation, and the assessment of the compliance of the main technical parameters with the requirements of the Federal Customs Service of Russia for DRTs submitted for testing were carried out based on the actual condition of the devices located in the temporary storage warehouse and allow for the following conclusions to be drawn:

1. Fully adapted stationary DRT type GILARDONI FEP ME CARGO and HI-SCAN 145180 with the maximum inspection window size fully complies with the requirements of the Federal Customs Service of Russia and can be recommended for use at all temporary storage warehouses without exception, since it allows for effective control of almost all types of cargo (pallets, bales, boxes, barrels, etc.).

2. The RAPISCAN 532 type DRT can be recommended with certain restrictions (for goods with low specific weight, low density, etc.) due to the low resolution of the device.

3 Stationary DRT types GILARDONI FEP ME 1000, HI-SCAN 12080, GILARDONI FBP ME 975 and HI-SCAN 85120 complies with the requirements of the Federal Customs Service of Russia and can be recommended for use in temporary storage warehousesmainly with a small volume of goods being moved, not at the locations of customs authorities — «external» temporary storage warehouses or for the control of medium-sized cargo of small volume and weight in small packaging. In the case of using this type of temporary storage warehouse, difficulties arise due to the limited load capacity, small width (only the narrow side of the pallet can be fed into the inspection window) and small height (it may be necessary to break the integrity of the pallet packaging) of the inspection window. In the case of using this type of temporary storage warehouse, the owner of the temporary storage warehouse and the customs authorities must take measures to prevent delays in the inspection process.

4. The above groups may also include X-ray television installations that were not included in the testing program, but have similar technical characteristics.

5. Stationary DRT types RAPISCAN 530, LINESCAN 239 and RENTEX 120 90 Z cannot be recommended for use in temporary storage warehouses for monitoring cargo transported by road and rail transport, according to technical characteristics, due to non-compliance with the requirements of the Federal Customs Service of Russia for load capacity (load capacity less than 200 kg).

6. Stationary DRT FILIN 145185 cannot be recommended for use in temporary storage warehouses due to the non-compliance of its technical characteristics with the requirements of the Federal Customs Service of Russia (lack of a function for recognizing groups of materials, low quality and lack of stability of the X-ray image, presence of image losses — «dead zones», lack of necessary operating modes). The technical documentation is completed at an extremely low level.

7. Portable X-ray television units such as SHMEL 240TV and NORKA XL can be recommended for limited use in temporary storage warehouses as an addition to the existing stationary DRT or, in exceptional cases, for monitoring large-sized, bulky and other specific cargo, taking into account the technical features (small size of the working field of the input screen, low value of the maximum continuous operation time and throughput, lack of a function for recognizing groups of materials).

When organizing work using portable X-ray television units, attention should be paid to the increased radiation background at the operator's workplace (140 microroentgen for SHMEL 240TV and 4000 microroentgen for NORKA XL) and, as a consequence, to the need for strict compliance with the requirements for the size of the working area (free area with a diameter of at least 50 meters) and radiation safety.
