At the moment, there is an overabundance of equipment, the purpose of which is LOW PRICE. In our country, fire safety systems are installed because they were «forced». And since they were forced, then we need to solve this somehow cheaper. Naturally, at the expense of equipment — simply save on it!!!
Our regulator is the state. And here is an example of a vicious circle — the equipment is of poor quality, which means that the developers of Norms and SNiPs decided that it is necessary to install 2 fire alarms or even 3 at one point. If we follow this logic, then we will come to the fact that 20 alarms will be installed. Well, this is nonsense, right?
What happens?
But it turns out that at the moment the market mechanism works against us. Manufacturers compete to see who will have a cheaper sensor and control devices. The quality of the equipment is falling, and accordingly we, ordinary citizens, suffer from this. And no GOSTs will help to produce reliable equipment. Here it is necessary for people to vote with their rubles.
How is it done in the West?
The scheme is very simple. The state OBLIGES to insure the BUILDING.
The insurance company is not its own enemy, so it will demand that the customer install a QUALITY fire alarm. They have their own equipment ratings, which take into account reliability, functionality in the field of security and much more. It is not profitable for insurers to be in collusion with either manufacturers or installers.
And this way is much more profitable for end consumers. Before choosing equipment, the customer will consult with his insurance company about the insurance premiums he will have to pay. Well, and since the more reliable the equipment, the lower the payments, the choice is often obvious.
Fire protection systems are inoperative all over the place. I am writing this article, sitting in my friend's office in a shopping center. The «fire alarm» is turned off here. I can see what equipment it is made of. Yes, it would have been easier to turn it off than to constantly pay for maintenance and endure constant «triggering». And BELIEVE ME — this is at every step! And God forbid there be trouble.
Self-regulatory organizations
The currently existing SROs cannot replace insurance companies, since their activities are aimed at insuring risks from poorly performed work. This does not protect facilities from poor-quality equipment. At the same time, all responsibility for the safety of people at the facility during the operation of the equipment lies entirely with the customer, who is not insured against poor-quality equipment, since he is not, as a rule, a specialist in this field and cannot professionally evaluate all proposals. An independent party is needed in this process that will take into account both the quality of the equipment and the quality of work based on the final result — based on the results of the operation of the systems at the facility, and not just at the construction stage.
