 Fire extinguishing operational card 

For each settlement, operational fire extinguishing cardis compiled separately and includes two mandatory parts — a map of the area and a description of the water supply. The map must necessarily indicate: all buildings, roads with street names and distances to the nearest settlements; all water sources (fire hydrants, piers, water towers, rivers and other bodies of water) and distances to the nearest objects; industrial and administrative buildings with an explanatory note about their purpose; buildings and structures for which separate fire extinguishing operational cards have been developed, shaded in red, and buildings and structures for which an automatic elevated call number has been installed and a separate fire extinguishing plan has been developed, in addition to such shading, have the specified call number; location of fire-fighting and adapted equipment; location of telephones in the settlement; places of prospective construction (designated by a dotted line along the outline of the construction of the planned object); direction of the card. The characteristics of the water supply intended for use in fire extinguishing are presented in the second subsection of the card. Here, the exact locations of natural and fire reservoirs, water towers are recorded, indicating the distances from this settlement. Instructions for working with the fire extinguishing plan may also be attached to the card. The fire extinguishing card is developed in accordance with the requirements established by the Main Directorate of the State Fire Service.Below we will consider in more detail what should be included in the content of such a card for each individual object.

Preparing fire extinguishing cards

In order for the fire extinguishing manager to be able to obtain basic data about the object, preparing fire extinguishing cards must be done extremely responsibly. A number of requirements are also imposed on the design of the card, since its use must be envisaged in various unfavorable conditions. Thus, Fire extinguishing cards are compiled on thick A4 paper using lamination and other methods to ensure resistance to water.
Let us now turn directly to the content of the text part of the card. Here, the operational and tactical characteristics of the facility must be indicated: design features and brief information on the purpose of the structure, information on material assets and methods of their storage, explosion and fire hazardous properties of stored substances and materials; information on internal and external fire water pipes not indicated in the graphic part; information on the number of people in the building at different times of the day; data on the possible development and extinguishing of a fire, characteristics of the expected fire situation by time intervals; calculation of forces and means for extinguishing the fire, the procedure for their involvement and estimated time of arrival at the facility; route of the fire department; safety requirements.
Regarding the graphic part, the following requirements must be met. The diagram of the object for which the card is being compiled must include the following: the contours of the given object, as well as adjacent buildings, the degree of fire resistance of structures, roads and approaches to the object; all nearest water sources with distances for laying hose lines along the routes; locations of installation of fire-fighting equipment.
The floor plan contained in the card must clearly represent the layout, characteristics of the structural elements of the building, entrances, exits, smoke exhaust systems, locations of inter-apartment passages, and fixed fire escapes. The lines of the fire evacuation plan are indicated using different colors.
Each such card must have an appendix with a sheet of notes on the practical implementation of the operational card and possible changes at the facility. Facilities for which drawing up fire extinguishing cards is mandatory: organizations for which fire extinguishing plans are not drawn up; process installations; electrical substations with a voltage of 110 kV to 500 kV with permanent presence of service personnel, cable compartments of energy facilities of organizations; crèches, kindergartens and factories, boarding schools, schools; medical, cultural and entertainment institutions, public and administrative buildings, high-rise residential buildings, individual units of products (ships, aircraft, columns, installations, etc.); settlements in rural areas.
