Fire safety minimum program.for those responsible for fire safety of facilities under construction and reconstruction has been developed in accordance with legislative and regulatory legal acts in the territory of the Russian Federation. The fire safety training program is necessary for the implementation of professional training, retraining and advanced training of specialists responsible for fire safety of facilities.
In essence, the fire safety training programincludes the following points: requirements of legislative and other regulatory legal acts, as well as regulatory documents in the field of fire safety of newly constructed and reconstructed facilities; organizational and technical measures to ensure fire safety of newly constructed and reconstructed facilities; requirements of fire safety rules for newly constructed and reconstructed facilities for various purposes; requirements for design and operational documentation at the protected facility in accordance with current standards and rules in the field of fire safety; on the basic principles of implementing activities for independent risk assessment in the field of fire safety.
Fire and technical minimum programis intended to teach: to apply the acquired knowledge in practical activities and to competently carry out activities in the field of fire safety; to analyze the condition and assess the readiness of facilities for the implementation of fire safety measures, to develop proposals for the implementation of measures aimed at reducing the risk of fires; to develop and propose technical solutions to ensure the safe operation of newly constructed and reconstructed facilities; to use the updated fund of official regulatory and reference documents governing fire safety issues. The program of fire-technical minimum assumes the specialist's further mastery of the methodology for analyzing the fire hazard of facilities in accordance with the requirements of regulatory documents on fire safety.
Training program of fire-technical minimumis designed for one working day based on the study load of 11 hours per day per student, includes lectures, seminars, workshops and independent work.
Training «fire-technical minimum»
Training «fire-technical minimum» includes several thematic blocks, their essence is as follows: the content of the first topic — introductory fire safety briefing — is based on the study of the legislative framework in the field of fire safety. The main provisions of the Federal Law of December 21, 1994 N 69-FZ «On Fire Safety»; Federal Law of July 22, 2008 N 123-FZ «Technical Regulations on Fire Safety Requirements» are studied. Training «fire-technical minimum» involves studying the fire safety rules in the Russian Federation (PPB 01-03); fire safety systems; rights, duties and responsibilities of officials for ensuring fire safety. Training «fire-technical minimum» involves studying and carefully developing a plan of special measures to ensure fire safety. This includes: analysis of typical fires at construction sites; main tasks of fire prevention; tasks of persons responsible for fire safety, arising from the requirements of the Federal Law. This also includes conducting drills on evacuation from a hazardous facility.

Fire safety measures at newly built and reconstructed facilities, which involves studying the nature and causes of electrical overloads, short circuits, high transition resistances. The topic Primary fire extinguishing means assumes requirements for the actions of workers, specialists and employees in the event of a fire, as well as the operating principle and types of fire extinguishers. The topic Fire safety measures during fire hazardous work and during storage of substances and materials considers the types of fire work carried out at the facility and their fire hazard. Training «fire-technical minimum» necessarily includes practical familiarization with the operation of a fire extinguisher, training in the use of a fire hydrant, familiarization with the fire protection systems of one of the organizations.
