ON THE CREATION OF THE STATE TECHNICAL COMMISSION UNDER THE PRESIDENT OF THE RUSSIAN FEDERATION
In order to ensure the national security of the peoples and territories of the Russian Federation in terms of priorities and protection of information in the field of defense, politics, economics, science, ecology, resources and counteraction to foreign technical intelligence, I decree:
To establish the State Technical Commission under the President of the Russian Federation (State Technical Commission of Russia) on the basis of the USSR State Commission for Counteracting Foreign Technical Intelligence. To establish that the State Technical Commission of Russia is a body of state administration of the Russian Federation and, within the limits of its competence, exercises management of bodies for the protection of information constituting a state and official secret in the political, economic, scientific, technical, military and other spheres. The decisions of the State Technical Commission of Russia are mandatory for all bodies of state administration, associations, concerns, associations, enterprises, organizations and institutions of the Russian Federation.
To assign to the State Technical Commission of Russia:
implementation of a unified technical policy and coordination of work on information security;
organization and control over the implementation of work on the protection of information in government bodies, associations, concerns, enterprises, organizations and institutions (regardless of the form of ownership), from leakage through technical channels, from unauthorized access to information processed by technical means, and from special impacts on information with the aim of destroying, annihilating and distorting it.
To establish that:
until the structure of the State Technical Commission of Russia is approved, officials of the State Technical Commission of the USSR and its working apparatus shall continue to perform the duties assigned to them;
previously adopted regulatory and methodological documents on the protection of information in government bodies, associations, concerns, enterprises, organizations and institutions shall be valid during the transition period and until new regulatory acts are adopted on this issue.
To appoint Yuri Alekseevich Yashin as Acting Chairman of the State technical commission under the President of the Russian Federation.
The Chairman of the State Technical Commission of Russia shall, within one month, submit a draft regulation on the State Technical Commission of Russia, proposals on its personnel composition and the size of the Commission's working staff.
