In order to improve the system of management of state bodies and forces ensuring state security and in accordance with the Federal Law «On the Federal Security Service Bodies in the Russian Federation», I decree:

To approve the attached structure of the Federal Security Service of the Russian Federation.

Consider military personnel and civilian personnel of units that are part of departments and other units of the Federal Security Service of the Russian Federation as serving in the military (working) in the Federal Security Service of the Russian Federation in the positions they hold without their re-certification and reassignment, as well as without carrying out organizational and staffing measures.

To set forth paragraph 4 of Decree of the President of the Russian Federation of June 23, 1995 N 633 «On priority measures for the implementation of the Federal Law «On the Federal Security Service Bodies in the Russian Federation» (as amended by Decree of the President of the Russian Federation of September 14, 1995 N 937 — amendment of the legislation of the Russian Federation, 1995, N 38, Art. 3666) as follows: «To establish in the Federal Security Service of the Russian Federation one position of First Deputy Director of the Federal Security Service of the Russian Federation, five positions of Deputy Director — Head of Department of the Federal Security Service of the Russian Federation, the position of Deputy Director — Head of the Directorate of the Federal Security Service of the Russian Federation for the city of Moscow and the Moscow Region and to form a board of 11 people.».

To the Director of the Federal Security Service of the Russian Federation: carry out the necessary measures to optimize the structures of the divisions of the Federal Security Service of the Russian Federation, based on the established number of military and civilian personnel and within the limits of the appropriations provided for in the federal budget; submit within 3 months proposals for amendments and additions to the Regulation on the Federal Security Service of the Russian Federation, approved by Decree of the President of the Russian Federation of June 23, 1995 N 633.

To declare invalid paragraph 2 (in terms of approving the structure of the Federal Security Service of the Russian Federation), paragraphs 5 and 6 of the Decree of the President of the Russian Federation of June 23, 1995 N 633 «On priority measures to implement the Federal Law «On the Federal Security Service Agencies in the Russian Federation» (amendment of the legislation of the Russian Federation, 1995, N 26, Art. 2453).
