«On Certain Measures to Improve Public Administration in the Field of Defense and Security»
In order to improve public administration in the field of defense and security, guided by Article 80 of the Constitution of the Russian Federation, I decree:
1. To abolish:
The Defense Council of the Russian Federation;
the commissions formed within the Defense Council of the Russian Federation and under this Council;
the apparatus of the Defense Council of the Russian Federation.
2. To merge the apparatus of the Security Council of the Russian Federation with the State Military Inspectorate of the President of the Russian Federation and to form on their basis the apparatus of the Security Council of the Russian Federation, which will ensure, among other things, the implementation of the functions of the State Military Inspectorate of the President of the Russian Federation.
3. The Chairman of the Government of the Russian Federation and the Secretary of the Security Council of the Russian Federation shall, within one month, submit proposals for the development and implementation of measures aimed at implementing military construction and reforming the Armed Forces of the Russian Federation, other troops, military formations and bodies.
4. The Secretary of the Security Council of the Russian Federation shall, within one month, develop and submit for approval a draft regulation on the apparatus of the Security Council of the Russian Federation, as well as its structure and staffing table.
5. To dismiss Vladimir Nikolaevich Klimenko from the post of head of the apparatus of the Defense Council of the Russian Federation.
6. The Head of the Executive Office of the President of the Russian Federation shall carry out the necessary organizational and staffing measures in accordance with this Decree.
7. To recognize as invalid the decrees of the President of the Russian Federation according to the list in accordance with the appendix.
8. The Main State and Legal Directorate of the President of the Russian Federation shall, within two weeks, submit proposals on bringing acts of the President of the Russian Federation into line with this Decree.
9. This Decree shall enter into force on the day of its signing.
