«On the apparatus of the Security Council of the Russian Federation»
In accordance with the Law of the Russian Federation «On Security» and the Decree of the President of the Russian Federation of March 3, 1998 N 220 «On Certain Measures to Improve Public Administration in the Field of Defense and Security», I hereby resolve:
1. To approve the attached Regulations on the apparatus of the Security Council of the Russian Federation and its structure.
2. To establish that the Secretary of the Security Council of the Russian Federation has six deputies, including one first deputy.
3. Reduce the size of the apparatus of the Security Council of the Russian Federation taking into account its merger with the State Military Inspectorate of the President of the Russian Federation, establishing the maximum staffing level of the apparatus of the Security Council of the Russian Federation at 200 units.
Allow, within the established staffing level, the secondment to the apparatus of the Security Council of the Russian Federation of 70 military personnel and senior officers of the internal affairs agencies of the Russian Federation (including 40 military personnel of the Armed Forces of the Russian Federation).
4. Amend:
a) in the limits on the secondment of officers of the Armed Forces of the Russian Federation to the Administration of the President of the Russian Federation, the Executive Office of the Government of the Russian Federation and federal executive bodies, approved by Decree of the President of the Russian Federation of May 16, 1994 N 948, replacing the words «Apparatus of the Security Council of the Russian Federation 30» with the words «Apparatus of the Security Council of the Russian Federation 40»;
b) in the Decree of the President of the Russian Federation of April 12, 1996 No. 529 «On the lists of state positions of the federal civil service of categories «B» and «V» in the Administration of the President of the Russian Federation and the apparatus of the Security Council of the Russian Federation» (amendment of the legislation of the Russian Federation, 1996, No. 16, Art. 1833), setting out the section «Highest position» list of state positions of the federal civil service of category «B», established in the apparatus of the Security Council of the Russian Federation to ensure the activities of the Security Council of the Russian Federation (Appendix No. 3), as follows:

REGULATION
about the apparatus of the Security Council of the Russian Federation
I. General Provisions
1. The apparatus of the Security Council of the Russian Federation (hereinafter referred to as the apparatus of the Security Council) is an independent subdivision of the Administration of the President of the Russian Federation and has the status of the main administration of the President of the Russian Federation.
2. The Security Council apparatus shall provide organizational, technical, informational and analytical support for the activities of the Security Council of the Russian Federation (hereinafter referred to as the Security Council) in implementing its powers in the area of security of the individual, society and the state.
3. The Security Council apparatus shall be guided in its activities by the Constitution of the Russian Federation, federal constitutional laws and federal laws, decrees and orders of the President of the Russian Federation, the Regulation on the Security Council of the Russian Federation, as well as this Regulation.
4. Financing of the activities of the apparatus of the Security Council is carried out by a targeted designation at the expense of federal budget funds allocated for financing the activities of the Administration of the President of the Russian Federation, and is provided for in a separate line in the estimate of its expenses.
5. The apparatus of the Security Council has a seal with an image of the State Emblem of the Russian Federation and with its name, as well as forms of the established sample.
II. Tasks of the Security Council apparatus
6. The tasks of the Security Council apparatus are:
information and analytical support for the activities of the President of the Russian Federation and the Security Council on current security issues, issues of assessing internal and external threats to vital interests of security facilities, identifying sources of danger, as well as preparing analytical materials, forecasts of changes in internal and external conditions and factors affecting the state of security of the individual, society and the state;
ensuring the activities of the Security Council in coordinating the development of the main directions of the state security strategy and federal security programs; preparing proposals for the Security Council on issues of ensuring the security of the individual, society and the state, as well as the activities of federal executive bodies in implementing federal security programs and decisions of the Security Council;
ensuring the activities of the Security Council in exercising control over the implementation of the functions of forces, means and state bodies ensuring security in the area of security, the country's defense capability, military-technical cooperation, protection of the sovereignty and territorial integrity of the Russian Federation, as well as in exercising control over the implementation of decisions of the Security Council by federal executive bodies and executive bodies of the constituent entities of the Russian Federation;
organizational and technical support for the activities of the Security Council.
III. Functions of the Security Council apparatus
7. The Security Council apparatus carries out the following functions to solve its tasks:
develops draft work plans for the Security Council and interdepartmental commissions of the Security Council;
ensures the preparation of meetings of the Security Council and materials for them, including on issues related to the creation and activities of security forces, maintaining these forces in a state of readiness and managing them, as well as on issues of developing, approving and clarifying the military doctrine of the Russian Federation, the concept of military development, concepts and plans for the development and development of the Armed Forces of the Russian Federation, other troops, military formations and bodies, their structure and composition, federal security programs;
prepares draft decisions of the Security Council;
develops draft federal laws, decrees and orders of the President of the Russian Federation on issues of ensuring the defense and security of the state;
submits to the Secretary of the Security Council of the Russian Federation (hereinafter referred to as the Secretary of the Security Council) comments and proposals on draft laws concerning issues of ensuring the defense and security of the state;
participates in the preparation of proposals to the President of the Russian Federation on the introduction, extension or cancellation of a state of emergency, martial law, as well as in the preparation of operational decisions on the prevention of emergency situations and the elimination of their consequences;
ensures the activities of the interdepartmental commissions of the Security Council and the scientific council under the Security Council;
participates in the development of proposals to the President of the Russian Federation on improving the state security system;
analyzes and forecasts the development of events that may lead to crisis situations in the sphere of defense and state security;
conducts a comprehensive and targeted analysis of security issues, identifies possible threats in the sphere of defense and state security, develops proposals to prevent these threats, conducts research on security issues with the involvement of interested federal executive bodies, executive bodies of the constituent entities of the Russian Federation, as well as organizations;
monitors and analyzes the implementation of decisions taken by the Security Council;
participates in organizing the interaction of the Security Council with federal government bodies, government bodies of the constituent entities of the Russian Federation and local government bodies, as well as with government organizations in the implementation of a unified state policy in the field of ensuring defense and security of the state;
prepares proposals for coordinating the activities of federal executive bodies and executive bodies of the constituent entities of the Russian Federation in the process of implementing decisions of the Security Council to ensure the defense and security of the state;
interacts in the established manner with federal government bodies, government bodies of the constituent entities of the Russian Federation, local government bodies, and government organizations in identifying, preventing, and eliminating internal and external security threats, as well as in taking coordinated measures to respond to crisis situations;
participates in the preparation of proposals for reforming existing or creating new bodies that ensure the defense and security of the state;
exercises, on behalf of the President of the Russian Federation, control over the activities of the Armed Forces of the Russian Federation, other troops, military formations and bodies: border troops of the Federal Border Service of the Russian Federation, internal troops of the Ministry of Internal Affairs of the Russian Federation, railway troops of the Russian Federation, troops of the Federal Agency for Government Communications and Information under the President of the Russian Federation, civil defense troops; engineering and road construction military formations under federal executive bodies; federal security service bodies, border service bodies of the Federal Border Service of the Russian Federation, federal state security bodies, federal government communications and information bodies; internal affairs bodies of the Russian Federation, federal tax police bodies, and the State Courier Service under the Government of the Russian Federation;exercises, on behalf of the President of the Russian Federation, control over the implementation of plans for the construction and development of troops, military formations and bodies, the implementation of military policy and the military doctrine of the Russian Federation; over the development and implementation of programs for the creation and production of weapons and military equipment and dual-use technologies for the needs of the defense and security of the state; over the state of training of personnel in educational institutions of vocational education and their distribution; over the implementation by federal executive bodies and executive bodies of the constituent entities of the Russian Federation of regulatory legal acts of the Russian Federation governing military construction in the Russian Federation;
maintains office work in the Security Council.
8. The Security Council apparatus may, by decision of the President of the Russian Federation, exercise other functions.
IV. Ensuring the activities of the Security Council apparatus
9. In order to carry out its activities, the Security Council apparatus has the right to:
request and receive, in accordance with the established procedure, the necessary materials and information from independent divisions of the Administration of the President of the Russian Federation, the Office of the Federation Council of the Federal Assembly of the Russian Federation and the Office of the State Duma of the Federal Assembly of the Russian Federation, the Office of the Government of the Russian Federation, from federal executive bodies, organizations, as well as from troops, military formations and bodies and their officials;
use, in accordance with the established procedure, the databases of the Administration of the President of the Russian Federation and federal executive bodies;
use state, including governmental, communication and communications systems;
to involve, in the established manner, scientists and specialists in the performance of certain work;
to involve, where necessary, representatives of financial, tax and other control and supervisory bodies operating in the system of federal executive bodies and executive bodies of the constituent entities of the Russian Federation, as well as relevant employees of federal executive bodies, in participation in inspections of the activities of troops, military formations and bodies;
to organize scientific research in the field of ensuring defense and state security.
10. The employees of the apparatus of the Security Council, who are military inspectors of the Russian Federation by virtue of their position, when exercising control over the activities of troops, military formations and bodies, have the right to enter buildings and territories occupied by troops, military formations and bodies, as well as, in the established manner, into restricted military units, institutions, organizations and enterprises of troops, military formations and bodies.
The said employees shall be issued a chest badge, the sample of which shall be approved by the President of the Russian Federation.
11. Information, documentation, logistical and transport support for the activities of the apparatus of the Security Council, as well as social and domestic services for its employees shall be provided by the Administrative Department of the President of the Russian Federation and the relevant divisions of the Administration of the President of the Russian Federation.
V. Management of the Security Council apparatus
12. Management of the Security Council apparatus shall be exercised by the Secretary of the Security Council, who shall be appointed to the position and dismissed from the position by the President of the Russian Federation.
The Secretary of the Security Council shall have a First Deputy and Deputy Secretaries of the Security Council.
13. The Deputy Secretaries of the Security Council shall be appointed to and dismissed from office by the President of the Russian Federation upon the recommendation of the Secretary of the Security Council.
14. The structure of the Security Council apparatus shall be approved by the President of the Russian Federation upon the recommendation of the Secretary of the Security Council, agreed upon with the Head of the Presidential Executive Office of the Russian Federation. The staffing schedule of the Security Council apparatus shall be approved by the Head of the Presidential Executive Office of the Russian Federation upon the recommendation of the Secretary of the Security Council.
15. The Secretary of the Security Council:
carries out general management of the activities of the Security Council apparatus and organizes its work, distributes responsibilities among his deputies, and also establishes the competence of other officials of the Security Council apparatus;
approves regulations on the divisions of the Security Council apparatus;
participates in meetings of boards, military councils, and working meetings of federal executive bodies and executive bodies of constituent entities of the Russian Federation when they consider issues of ensuring security;
forms working commissions with the involvement of representatives of federal executive bodies, law enforcement and other bodies to monitor the implementation by federal executive bodies and executive bodies of the constituent entities of the Russian Federation of decisions of the Security Council, strategy in the field of domestic, foreign and military policy, military-technical cooperation, as well as to implement information security and identify threats to the security of the individual, society and the state;
appeals to federal executive bodies and executive bodies of the constituent entities of the Russian Federation with a request to eliminate the causes and conditions that create threats to the security of the individual, society and the state;
issues orders and instructions governing the activities of the Security Council apparatus on the basis of and in pursuance of federal laws and regulatory legal acts of the President of the Russian Federation, and organizes verification of their implementation;
submits, in accordance with the established procedure, to the President of the Russian Federation and the Head of the Presidential Executive Office of the Russian Federation, respectively, proposals on the structure and staffing schedule of the Security Council apparatus;
concludes, in accordance with the established procedure, contracts with research organizations and specialists for the performance of work and research on security issues;
resolves, in accordance with the established procedure, issues of secondment of employees of the Security Council apparatus within the Russian Federation;
submits, in accordance with the established procedure, proposals for assigning qualification ranks to employees of the Security Council apparatus;
organizes the reception of citizens, consideration of their proposals, applications and complaints on issues within the competence of the Security Council apparatus;
exercise other powers in accordance with federal laws, as well as with decrees and orders of the President of the Russian Federation.
16. During the temporary absence of the Secretary of the Security Council, his duties in terms of general management of the activities of the apparatus of the Security Council shall be performed in the established manner by the First Deputy Secretary of the Security Council.
17. The Secretary of the Security Council shall interact in accordance with the established procedure with independent divisions of the Administration of the President of the Russian Federation, the Office of the Federation Council of the Federal Assembly of the Russian Federation, the Office of the State Duma of the Federal Assembly of the Russian Federation, the Office of the Government of the Russian Federation, heads of federal executive bodies and their territorial bodies, heads of executive bodies of the constituent entities of the Russian Federation and their offices, heads of local government bodies, public associations and organizations.
18. The Secretary of the Security Council shall have the right to delegate his individual powers, as provided for by this Regulation, to his deputies.
19. The direct management of the Security Council apparatus and control of its activities is carried out by the Chief of Staff of the Security Council, who reports to the Secretary of the Security Council.
The Chief of Staff of the Security Council and the staff of the Security Council apparatus are appointed to and dismissed from office by the Head of the Presidential Executive Office of the Russian Federation upon the recommendation of the Secretary of the Security Council.
