«On the Formation of the Security Council of the Russian Federation»
On the basis of the Constitution of the Russian Federation and the Law of the Russian Federation «On Security», I decree:
1. To establish the Security Council of the Russian Federation to ensure the implementation of the functions of the President of the Russian Federation in governing the state, forming domestic, foreign and military policy in the field of security, preserving the state sovereignty of Russia, maintaining socio-political stability in society, protecting the rights and freedoms of citizens.
2. To establish as the main areas of activity of the Security Council of the Russian Federation:
- preparation of the annual Report of the President of the Russian Federation to the Supreme Council of the Russian Federation on ensuring the security of Russia as the main program document for executive authorities on issues of domestic, foreign and military policy, as well as for the development of legal acts in the area of protecting the vital interests of the individual, society and the state from external and internal threats;
- organization of the work of permanent and temporary interdepartmental commissions formed by the Security Council of the Russian Federation on a functional or regional basis, as the main instrument for developing draft decisions of the President of the Russian Federation;
- development of proposals to ensure the protection of the constitutional order, state sovereignty and territorial integrity of the Russian Federation within the limits determined by the Constitution of the Russian Federation, the Federal Treaty and the laws of the Russian Federation.
3. To form the Security Council of the Russian Federation in accordance with the Law of the Russian Federation «On Security».
Heads of ministries and departments who are not members of the Security Council of the Russian Federation shall take part in the work of the Security Council of the Russian Federation when discussing issues within their competence, in the manner determined by the Chairman of the Security Council of the Russian Federation.
When considering issues of ensuring security in the territories of the republics within the Russian Federation, territories, regions, autonomous districts, the cities of Moscow and St. Petersburg, their authorized representatives and the Chairman of the State Committee of the Russian Federation on National Policy take part in the work of the Security Council of the Russian Federation.
4. To approve the Regulation on the Security Council of the Russian Federation (according to the appendix).
5. Transform into interdepartmental commissions of the Security Council of the Russian Federation the permanent meetings previously created in accordance with the Regulation on the Commission under the President of the RSFSR for the development of proposals on the status, structure and procedure for the activities of the Security Council of the RSFSR.
The Secretary of the Security Council of the Russian Federation shall submit for approval, within one month, the regulations on the said interdepartmental commissions.
The list and composition of other interdepartmental commissions shall be determined by a decision of the Security Council of the Russian Federation upon the submission of the Secretary of the Security Council of the Russian Federation.
6. The Secretary of the Security Council of the Russian Federation:
- complete the formation of the bodies of the Security Council of the Russian Federation by July 1, 1992;
- to submit proposals to the Security Council of the Russian Federation on the organizational structure of the Security Council of the Russian Federation, providing for the participation of executive authorities and government bodies of the republics within the Russian Federation, territories, regions, autonomous regions and autonomous districts in the activities of the Security Council of the Russian Federation.
7. The heads of government bodies of the Russian Federation shall provide the activities of the Security Council of the Russian Federation with the necessary current and analytical information.
8. The Administration of the President of the Russian Federation, the State Committee of the Russian Federation for State Property Management, the Government of Moscow shall provide the activities of the Security Council of the Russian Federation with office premises, equipment and material and technical resources necessary for the functioning of the working bodies of the Security Council of the Russian Federation.
The Secretary of the Security Council of the Russian Federation shall submit relevant proposals on these issues within one week.
9. The decree comes into force from the moment of signing.
