«On Certain Issues of the Interdepartmental Commission
for the Protection of State Secrets»In order to streamline the activities of the Interdepartmental Commission for the Protection of State Secrets, I decree:
To introduce into the Regulation on the Interdepartmental Commission for the Protection of State Secrets and into its composition by positions, approved by Decree of the President of the Russian Federation of January 20, 1996 No. 71 «Issues of the Interdepartmental Commission for the Protection of State Secrets» (amendment of the legislation of the Russian Federation, 1996, No. 4, Art. 268; No. 17, Art. 1982), the following amendments and additions:
a) in the Regulation on the Interdepartmental Commission:
include a new paragraph 5 with the following content: «5. The interdepartmental commission, upon inquiries of the interdepartmental commission formed by the Government of the Russian Federation to consider appeals from citizens of the Russian Federation in connection with restrictions on their right to leave the Russian Federation, shall issue a conclusion that information of particular importance or top secret information of which the citizen was aware on the day of filing an application to leave the Russian Federation retains or has lost the corresponding level of secrecy.»;
paragraphs 5 — 11 shall be considered paragraphs 6 — 12, respectively;
in paragraph 6: in the second paragraph, after the words «Administration of the President of the Russian Federation», include the words «, Office of the Government of the Russian Federation»;
paragraphs seven and eight are excluded;
paragraphs nine, ten and eleven are considered paragraphs seven, eight and ninth, respectively;
b) as part of the Interdepartmental Commission:
the words «First Deputy Chairman of the Government of the Russian Federation (Chairman of the Interdepartmental Commission)» shall be replaced by the words «First Deputy (Deputy) Chairman of the Government of the Russian Federation (Chairman of the Interdepartmental Commission)»;
the words «First Deputy Chairman of the State Defense Committee of the Russian Federation» shall be replaced by the words «First Deputy Minister of the Russian Federation for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters»;
the words «First Deputy Head of the Main Directorate of Defense of the Russian Federation» shall be replaced by the words «First Deputy Head of the Federal Protective Service of the Russian Federation»; the words «First Deputy Head of the Security Service of the President of the Russian Federation» shall be excluded;
the words «First Deputy Chief of the Executive Office of the President of the Russian Federation (subject to agreement)» replace the words «First Deputy (Deputy) Chief of Staff of the Executive Office of the President of the Russian Federation»;
replace the words «First Deputy Chief of Staff of the Government of the Russian Federation (subject to agreement)» with the words «First Deputy (Deputy) Chief of Staff of the Government of the Russian Federation».
